In the 2011 budget, the Government’s main title of expenditure is EUR 76.1 million on the part of the items that fall within the mandate of the Prime Minister’s Office. The largest appropriations are the operating expenses of the Prime Minister’s Office (EUR 27.7 million) and subsidies to political parties (EUR 36 million). Other Government expenditure includes travel expenses of the Prime Minister and his aide, honorary titles, and salaries of ministers and special advisers.
Financial planning
As part of a joint planning system within the Finnish state administration, the planning of Prime Minister’s Office operations and finances consist of a four-year action and economic plan, an annual draft budget and an annual result plan.
With regard to budgetary monitoring, the financial statement is the most important document. An annual report, that is drafted as part of the Prime Minister’s Office’s financial statements, and the State Financial Statement and Report, highlight the accounting office’s performance and the implementation of its performance targets.
